Namespace: nesting depth settings

A Namespace should have control over nesting depth settings, like:

the depth when the load more (2 remarks) button appears (for desktops and phones?)
the maximum depth of nesting remarks (default is unlimited)

Namespace owners can now control nesting depth from the settings page. You can set a maximum reply depth (replies deeper than that are rejected) and a collapse depth (threads deeper than that show a "load more" button instead of rendering inline). Both default to unlimited, so existing behavior doesn't change unless you configure it.
