A ``Namespace`` should have control over nesting depth settings, like:

-  the depth when the ``load more (2 remarks)`` button appears (for
   desktops and phones?)
-  the maximum depth of nesting remarks (default is unlimited)

Namespace owners can now control nesting depth from the settings page.
You can set a maximum reply depth (replies deeper than that are
rejected) and a collapse depth (threads deeper than that show a "load
more" button instead of rendering inline). Both default to unlimited, so
existing behavior doesn't change unless you configure it.
